Mm, if the white does turn out to be a problem, you could increase the tolerance of the Magic Wand, and retrace the outline with the Pencil tool...
Also, although I don't have a copy on this computer to check this on, can't you perform all of this in ImageReady?

Well, it looks fine before I save it as a .gif, but it always does it to some .gifs, I've seen--adds a sort of residual whiteness to the entire thing

That usually comes from partially-deleted pixels... When you save an image file, partially-transparent pixels are filled in with either white or the background color (Default white) so you end up with a white aura. Tracing with the Pencil tool, or setting the background color to match the background color of the Web page on which you intend to use the image, usually fixes it.

[1] Does it matter which version of adobe photoshop you have? Because I have Adobe Photoshop Elements 3.0.. So yeah.
